This is how it started: Twenty years ago Elma Fonseca de Velaquez was in insurance management, and her heart was touched with the plight of orphan children eating out of the dump. She began taking food on Sundays to feed some. The crowds grew, but so did help and food - very many people coming forward to help, and a tremendous amount of food. The Lord touched many hearts with the need of these abandoned children. It was from those roots that this ministry sprang up. The first children to actually live in the orphanage came from the city garbage dump, and some still do.

Elma prayed, and the Lord provided. That remains the basic process that supports the whole ministry to this day.

Christian volunteers became regularly involved. Americans come on ministry missions and to help with construction. Mexicans help on a weekly basis, bringing food, doing work, raising money. Some of the local volunteers wrote this: "We have unexpectedly fallen in love with the lives and purposes of this small orphanage for girls deep in central Reynosa. Why care? Well, we can tell you that at this time there are 40 reasons to care - 40 girls from babies to 18 years old. And the number grows, moves on, and changes everyday because Casa Hogar doesn't believe in turning away a child. Many sleep on a couch or the floor if a bed isn't available. 'Better on the floor than in the streets' is their reply."

In 2000 the big advance occurred as the orphanage was able to rent a building; in 2005 the next step occurred and Casa M. A.  Mi bought property and built its own building. A second story has been added, staff has grown,  and 100 girls can be cared for there.

Other developments are:1) a day-care program in which working mothers who are caring for their children can bring them for care while they work. 2) The original rented building is again being used as a home for staff and a temporary home for needy or homeless families. 3) A small ministry to unwed mothers and their infants has begun.
